Some bans are not just about your account. If a game or anti-cheat flags your hardware, a brand new account can end up banned on the same PC. That is an HWID ban, and a spoofer is the tool people use to deal with it. Here is what that means in practice.
What an HWID ban is
HWID stands for hardware ID. Instead of, or on top of, banning your account, a game can record identifiers from your machine and block them. Typical examples are disk serial numbers, network adapter MAC addresses and GPU identifiers.
When those identifiers are banned, a fresh account on the same PC may hit the same wall.

What a spoofer does not do

If the game you care about is not on that list, ask support before buying. For example, Wardogs uses the Elytra anti-cheat, which is not among the anti-cheats listed on the page at the time of writing.
